Equity and Inclusive Education policy amendments

1) PASSED

Original approved May 19: The Toronto Catholic District School Board recognizes that all people are deserving of dignity and are created equal in the image of God, each with inimitable characteristics (Genesis 1:27). In accordance with the Catholic Faith and the church’s moral teachings, the board provides an educational environment which [sic] supports and embraces diversity within its Catholic community, demonstrates respect for all, and values each as a child of God.

New staff amendment: The Toronto Catholic District School Board recognizes that all people are deserving of dignity and are created equal in the image of God, each with inimitable characteristics (Genesis 1:27). In accordance with the Catholic Faith and the church’s teachings as found in the Catechism and other teachings of the Magisterium, the board provides an educational environment which [sic] supports and embraces diversity within its Catholic community, demonstrates respect for all, and values each as a child of God.

2) PASSED (Option B)

Original approved May 19: The board recognizes that any form of social and cultural discrimination is incompatible with Catholic moral principles.

Amendment proposed: The board recognizes that any discrimination is incompatible with Catholic moral principles.

New staff amendment (Option A): The board recognizes that all unjust discrimination is incompatible with Catholic moral principles.

(Option B): The board recognizes that social and cultural discrimination is incompatible with Catholic moral principles.

3) To be voted on in August

Original approved May 19: The board further recognizes that we must uphold the protections entrenched in the Ontario Human Rights Code, the Constitution Act of 1867 and confirmed in the Canadian Act of 1982.

As a Catholic school system, the board and its staff are committed to the elimination of discrimination as outlined in Ontario’s equity and inclusive education strategy and the Ontario Ministry of Education policy/Program Memorandum No 119 (2009) in a manner which [sic] is consistent with the board’s denominational rights under sections 93 of the Constitution Act of 1867 as recognized in section 19 of the Ontario Human Rights Code.

Amendment proposed: The board and its staff are committed to the elimination of discrimination as outlined in Ontario’s equity and inclusive education strategy and the Ontario Ministry of Education Policy/Program Memorandum No 119 (2009), and to the protection of the rights described in sections 19 of the Ontario Human Rights Code, in a manner which [sic] is consistent with the exercise of the board’s denominational rights as described in section 93 of the Constitution Act of 1867. Where there is legal conflict between human rights protections and the protection of denominational rights, the considerations dictated by the denominational rights take precedence.

 

New proposal: The board further recognizes that we must uphold the protections entrenched in the Ontario Human Rights Code, the Constitution Act of 1867 and confirmed in the Canadian Act of 1982.

Where there is an apparent conflict between the requirements of PPM119 and the denominational aspect of Catholic schools, the protection of the denominational aspect of Catholic schools, the protection of the denominational aspect takes precedence.

Original approved May 19: The board is committed to the principle that every person within the Catholic school community is entitled to a respectful, positive and Christ-centred school climate where the learning and working environment is free from all forms of discrimination and harassment.

The board will approve only clubs which [sic] have goals that are consistent with Catholic faith and the Catholic Church’s moral and doctrinal teaching. In accordance with Catholic denominational rights, the board has an obligation to ensure an individual’s freedom to express Catholic moral principles regarding sexuality and marriage without fear of recrimination.

New proposal: The board will approve only clubs which [sic] have goals that are not inconsistent with Catholic faith and the Catholic Church’s moral and doctrinal teaching. In accordance with Catholic denominational rights, the board has an obligation to ensure an individual’s freedom to express Catholic moral principles regarding sexuality and marriage without fear of recrimination.

Original approved May 19: The board recognizes the critical connection between Catholic student leadership and improved student achievement and will strive to include the student voice in all aspects of the implementation of the Catholic understanding of equity and inclusive education.

Original amendment: The board recognizes the value of student leadership as it relates to improved student achievement and will strive to include the student voice in the implementation of equity and inclusive education, where that voice is in accord with the Catholic faith and Catholic Church’s moral and doctrinal teachings.

Staff recommendation: The board recognizes the value of student leadership as it relates to improved student achievement and will strive to include the student voice in the implementation of equity and inclusive education, where that voice is in accord with the Catholic faith and Catholic Church’s teachings.

6) To be voted on in August

Original approved May 19: N/A

Original amendment: Catechism definition – The Catechism of the Church in its most current edition will be the primary reference document involving Catholic morality.

Staff recommendation: Catechism definition – A Church-approved systemic presentation of the faith and Catholic doctrine in its most current edition.

New proposal based on staff recommendation: Catechism definition – The Catechism of the Catholic Church, in its most current edition, promulgated by the Holy See is an authoritative statement of the Church’s faith of the faith and Catholic doctrine.

7) To be voted on in August

Original approved May 19: The board is committed to implementing an inclusive curriculum based on Catholic values and to reviewing resources, instruction, assessment and evaluation practices in order to identify and address discriminatory biases so that students may maximize their learning potential in such a way that affirms their full identity as children of God.

Original amendment: a) The board is committed to implementing an inclusive curriculum based on the Catholic faith and the Catholic Church’s moral teachings and to reviewing resources, instruction, assessment and evaluation practices in order to identify and address discriminatory biases so that students may maximize their learning potential in such a way that affirms their full identity as children of God.
b) It is the expectation that the Catholic teacher will provide the Catholic context to ensure that no classroom instruction would undermine or contradict the teachings of the Catholic Church. While all students should be able to see themselves reflected in curriculum materials, this goal does not extend to recognition of personal conduct or a lifestyle that is not consistent with the teachings of the Catholic Church.

Staff recommendation: The board is committed to implementing an inclusive curriculum based on the Catholic faith and the Catholic Church’s teachings and to reviewing resources, instruction, assessment and evaluation practices in order to identify and address discriminatory biases so that students may maximize their learning potential in such a way that affirms their full identity as children of God.

Original approved May 19: The board is committed to establishing and maintaining partnerships with all members of our diverse Catholic community so that their perspectives and experiences are recognized.

Original amendment: The board is committed to establishing and maintaining partnerships with all members of our diverse Catholic community, provided that their perspectives and experiences do not undermine or conflict with Catholic faith and the Catholic Church’s moral and doctrinal teachings. Partners will be approved by means of a screening process monitored by trustees.

New proposal: The board is committed to establishing and maintaining partnerships with all members of our diverse Catholic community, provided that their perspectives and experiences do not undermine or conflict with Catholic faith and the Catholic Church’s moral and doctrinal teachings. Partners will be approved by means of a screening process defined by the board of trustees.
